Lifeline is available to eligible low-income consumers across the United States, but a tablet is not a nationwide federal hardware benefit. Provider participation, service coverage, device promotions, stock, and pricing can change by state, ZIP code, and company.

Use the map layers to separate federal Lifeline availability from provider-specific coverage. The provider view intentionally does not label an entire state as “covered” because USAC directs consumers to search by ZIP code or city and state for current participating companies.

A State Is Not a Coverage Guarantee.
A provider can participate in Lifeline without serving every address in a state. Wireless and fixed-service footprints differ, and a company listed for your state may still require a ZIP or address check. Device promotions can be narrower than service availability.

What Can Change Across States?
Lifeline is federal, but the experience around it is not identical everywhere. These are the details worth checking before you apply or choose a provider.
Provider List
Participating companies are not identical from state to state, and local service footprints can vary within a state.
Income Table
The Lifeline income limit uses federal poverty guidelines that depend on household size and whether you live in the contiguous states, Alaska, or Hawaii.
Application Route
Oregon and Texas use state application routes instead of the standard federal online path used for most other states.
Device Inventory
Tablet model, stock, pricing, shipping, upgrades, and service terms can depend on the provider and location.
Oregon and Texas Stand Out.
USAC currently tells residents of Oregon and Texas to use their state website to apply for Lifeline. The map’s application-route layer highlights these two states so users do not assume every state follows the same application path.
Oregon
Use the Oregon state Lifeline process rather than treating the standard national online application as the default route.
Texas
Texas residents are also directed to their state website for Lifeline application and recertification handling.
